sapio365 lets you delete any Cosmos DB account it has created.
How to delete a Cosmos DB account
From the top-right of the Dashboard, go to Settings → Collaboration Settings:

Click Collaboration Settings.

Enter your subscription code.

Click Cosmos DB and then Next.

Click the button for Delete accounts created by sapio365.

Select your subscription and resource group where the account resides, and click OK.

Select the account you want to delete. Copy the account name to your clipboard and click OK.

Paste the account name in the confirmation dialog that follows, then click OK.
